Planning Process

We are at the beginning of a significant planning approval process to revitalise the Precinct. This is a generational project that will be delivered in multiple stages over the coming years.

While we have a unified vision for the Precinct, the NSW planning system requires different components to follow separate approval pathways:

The Civic Quarter (the Cathedral and supporting facilities)

  • Planning Pathway: Planning Proposal (rezoning)

  • Summary: We are seeking approval to amend the existing planning controls to allow for changes to height limits and permitted land uses.

    • Note: A Planning Proposal is not an application for construction. If the Planning Proposal is approved, we will need to submit Development Application(s) or similar before we can commence construction.

The Education Campus (St Leo’s Catholic College)

  • Planning Pathway: State Significant Development (SSD) Application

  • Summary: This application will involve the proposed design and construction of new facilities, including the primary school and early learning centre.

    • Note: Further information about this will be released prior to detailed consultation, which is scheduled for early 2026.
