Planning Process
We are at the beginning of a significant planning approval process to revitalise the Precinct. This is a generational project that will be delivered in multiple stages over the coming years.
To bring the vision and Masterplan to life, some changes will be required to current planning controls. NSW planning laws require two different planning pathways.
Civic Quarter: Planning Proposal
To deliver the vision for the Civic Quarter, we are proposing changes to current planning controls – the Hornsby Local Environmental Plan (LEP) 2013. The following is being proposed as part of the Planning Proposal (rezoning):
• An additional permitted land use to allow for a flexible, multipurpose pastoral centre
• Updated height limits, consistent with what will be shown in the Masterplan.
The Masterplan will accompany the Planning Proposal to demonstrate the intended plans and guiding principles for the Precinct as a whole. If the Planning Proposal is approved, we will need to submit Development Application(s) with detailed designs before we can commence construction.
Education Campus: State Significant Development Application
To deliver the vision for the Education Campus, Catholic Schools Broken Bay (CSBB) will be proposing the design and construction of new facilities, including a new primary school and early learning centre.
Preparation of this application is in the early stages, focused on the vision for this component and its integration with the wider Precinct. Further detailed consultation will take place in the first half of 2026, once more detail is known about the application.

Timeline
The Planning Proposal diagram shows where we are in this process. At this stage, we aim to submit our Planning Proposal to Council by mid-2026.

State Significant Development Application for the Education Campus
